Texas law gives your insurer deadlines to acknowledge, decide and pay. Be on the roof, or have your roofer there, when the adjuster comes. Read the estimate line by line: replacement cost, depreciation, deductible. On most replacement cost policies the first check is not the full amount, the rest comes after the work is done, and your mortgage company is probably on both. If something was missed, it is documented and supplemented; if you disagree, there is a process, and it does not run through your roofer.
What your insurer has to do, and by when
Texas has a prompt payment law for claims on your own homeowners policy. Most homeowners never learn it exists, which is a shame, because it is the most useful thing to know once the claim is open.

Two policy words that change everything
A replacement cost policy usually pays the depreciation back once the work is done. An actual cash value policy, or a policy with a roof payment schedule endorsement — increasingly common on older roofs in Texas — may pay a depreciated amount and nothing more. Why there are two checks, and why your lender is on them
The first check: actual cash value, minus the deductible
On most replacement cost policies the carrier pays the depreciated amount first. It is not a mistake and it is not the final number, though it often feels like both.
The second check: recoverable depreciation
Released after the work is finished, usually when the final invoice and proof of completion are submitted. Policies can set a time limit for this, so a roof that sits unreplaced for too long can forfeit it.
The mortgage company
If the home has a mortgage, the lender is usually named on the check and must endorse it. Many lenders hold the funds and release them in stages, sometimes after their own inspection. Supplements, reinspections and real disagreements

Things found later: the supplement
Rotted decking discovered during tear-off, a second layer of shingles nobody could see, code-required components missing from the estimate. These are photographed when found and submitted to the carrier as a supplement with the supporting documentation. Things the adjuster missed: the reinspection

A real dispute: your options, not ours
If you still disagree on the amount, many policies include an appraisal clause, where each side names an appraiser. You can file a complaint with the Texas Department of Insurance. And a licensed public adjuster or an attorney can represent you. Those are the people who negotiate claims in Texas. Your roofer is not one of them.
Two offers to refuse, however the claim is going
“We’ll handle the whole claim for you.” Negotiating your claim is a licensed public adjuster’s role in Texas. A contractor being paid for the repair cannot hold it, and an agreement that hands your claim to one is worth reading twice before you sign anything.
“Don’t worry about the deductible.” A Texas contractor cannot pay, waive, rebate or absorb it. The usual mechanism is an inflated invoice to your carrier, which puts a false claim in your name, not theirs.
